I fall under the EWS category in Kolkata but am denied reservation, how do I enforce the state EWS reservation law?

EWS reservation is implemented under West Bengal Premises Tenancy Act 1997 read with the central EWS notification applicable in Kolkata. The Calcutta High Court has upheld the constitutional validity of EWS reservation subject to the income and asset criteria. You must obtain an EWS certificate from the competent revenue authority. The certificate is valid for the financial year and must be renewed annually. Reservation is applied in admissions and employment within the notified percentage. Exclusion of candidates above the income or asset ceiling is mandatory. Arbitrary denial of the certificate or reservation is challengeable before the Calcutta High Court.
